Well in reality there are actually some that do offer to give x amount of friends or likes for a certain price.  Those who are new to marketing or just started an online business may need some popularity in order to show validity to their products and there are some unique ways to attract friends to your fan page for a small fee.

Fiverr

Got five bucks? Fiverr is a site that you can find things to buy for five bucks or sell your goods for five bucks.  Browse the site for the users willing to create an x amount of friends or likes to your page.  The real key here is to find five different people who are willing to provide the service and spend 50 dollars for a viral-like result.  It is a good idea to research the user and their credentials before paying for the service; be sure the likes are not bots or spam.

Freelancer.com

You can post a job on this site to hire people to find you a certain amount of likes or friends for your site.   Some employers are willing to pay up to 200 dollars to have a person or team create a viral effect on the page.

Boostlikes.com

This site offers different packages that will add as many as 1000 likes to your fan page or webpage.  If you also want to boost your Google or Twitter accounts, they do that as well. The pricing is pretty decent for valid likes and they are quick to add them as well.

Offerpop.com

Similar to boostlikes.com, however, allow a little more freedom of payment and customers can manage their likes a little adequately.

The price for paying for friends has risen since the competition broadens.  The key element to finding or buying a mass of likes or friends is to be sure you know the terms of the agreement with whomever you chose to work with. There are some independent sites like Freelancer.com that can actually hurt your page.  The hired persons may introduce you to unwanted spam or other bots that could deter Google or other search engines from indexing your site, or even worse you could get sandboxed.  This means that the search engines will either remove your site or push it to the end of the results.  In the end, try to find “organic” likes and only boost your page once a month.
